Re: Proposed Amendments to Resolution 356-07
Attached for your review are proposed amendments to Resolution 356-07. The changes are in
response to the discussion of this resolution on October 16, 2007 in the Environmental
Management Committee meeting. Changes aze as follows (ramseyered against draft 1):
• The first WHEREAS clause is proposed to be amended to reflect statistics for
Pu`uanahulu landfill and to give uniform data for both landfills as presented in the
ISWMP:

Landfill, and also any future landfills.
"WHEREAS, the Council of the County of Hawaii recognizes the need to increase efforts
that will divert materials from the lend€ill South Hilo and Pu`uanahulu landfills, and also
anv future landfills; and"
• The fourth WHEREAS clause is proposed to be added to ensure that interim measures
aze not prohibited:

"WHEREAS, this Council realizes that Zero Waste is a lone-term coal and that in the
interim, programs may need to be implemented that may be counter to the Zero Waste
philoso~ but aze necessary to reach the lone-term goal of zero waste and that such
programs should not be prohibited by the embracing and adoption of the lop

• The sixth WHEREAS clause is proposed to be added in its entirety to acknowledge and
support public/private partnerships:
"WHEREAS, this Council also recognizes the need to engage in public/private projects and
programs to encourage the overall sustainability of our efforts; and"
• In the BE IT RESOLVED clause, a request to have the Zero Waste Philosophy
incorporated into the ISWMP is proposed to be added to ensure consistency and
uniformity with the philosophy and all future policies and programs:
"BE IT RESOLVED BY THE COUNCIL OF COUNTY OF HAWAII that through its
legislation, policies and actions that Hawaii County shall embrace and adopt the Zero
Waste philosophy of solid waste management and that the Council and the department of
environmental management will take necessary steps to incorporate the Zero Waste
philosophy into the Integrated Solid Waste Management Plan: and"

A RESOLUTION TO EMBRACE AND ADOPT THE PRINCIPLES OF ZERO
WASTE AS A LONG -TERM GOAL FOR HAWAII COUNTY.
WHEREAS, according to the County of Hawai`i's Integrated Solid Waste
Management Plan, the South Hilo Landfill is currently receiving waste at a rate of 187
tons-per-day (tpd) and Pu`uanahulu Landfill at a rate of 248 tpd; and
WHEREAS, the department of environmental management secured an extention of
time for the closure of the South Hilo Landfill by implementing sliver-filling techniques
that have added some years to the landfill's life span; and
WHEREAS, the Council of the County of Hawaii recognizes the need to increase
efforts that will divert materials from the South Hilo and Pu`uanahulu Landfills, and also
any future landfills; and
WHEREAS, this Council realizes that Zero Waste is a long-term goal and that in the
interim, programs may need to be implemented that may be counter to the ZeroWaste
philosophy but are necessary to reach the long-term goal of zero waste and that such
programs should not be prohibited by the embracing and adoption of the long-term goal
of zero waste; and
WHEREAS, the Zero Waste philosophy promotes the highest and best use of
materials to eliminate waste and pollution by emphasizing aclosed-loop system of
production and consumption, moving in logical increments toward the goal of zero waste
through the core principles of:
• Improving "downstream" reuse/recycle ofend-of--life products and materials to
ensure their highest and best use;
• Pursuing "upstream" re-design strategies to reduce the volume and toxicity of
discarded products and materials, and promote low-impact or reduced-consumption
lifestyles;
• Fostering and supporting the use of discarded products and materials to stimulate and
drive local economic and workforce development; and
WHEREAS, this Council also recognizes the need to engage in public/private
projects and programs to encourage the overall sustainability of our efforts; and
WHEREAS, strategies to reach zero waste can help promote the over-arching goal of
each generation leaving a reduced ecological footprint on the earth; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
through its legislation, policies, and actions that Hawaii County shall embrace and adopt
the Zero Waste philosophy of solid waste management and that the Council and the
department of environmental management will take necessary steps to incorporate the
Zero Waste philosophy into the Integrated Solid Waste Management Plan; and
BE IT FINALLY RESOLVED that the Clerk of the County of Hawaii transmit
copies of this resolution to the director of the department of environmental management
and to the Mayor of Hawaii County.
