Re: Resolution Transferring Funds
Enclosed is a resolution transferring $50,372 out and from the Hawai'i County Office of
Aging's Area Plan on Aging OCE account and crediting it to a new Hawai'i County
Immigration Information Office account entitled Elder Abuse Program. The Immigration
Information Office, on behalf of the Office of Aging, will be implementing a program to
increase awareness of the various forms of elder abuse in ethnic communities around the
Big Island. There will be brochures created in six different languages and twelve
presentations done throughout Hawai'i County districts, covering physical, financial and
social forms of abuse, basic crime prevention information, and a guide to elder abuse
community resources.
In order to expedite the start of the Elder Abuse program, the Office of Aging would like to
request a waiver from the Finance Committee and have this resolution heard at the Council
meeting scheduled for December 5, 2007.

A. REQUEST:
Requesting a resolution to transfer $50,372.00 from Office of Aging account # 010.411.5411.10 to Hawaii
County Immigration Information Office account # 010.111.5113.35 for delivery of services for the Elder
Abuse project.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Through an agreement with Hawaii County Office of Aging, Hawaii County Immigration Information Office will
implement the Elder Abuse program to increase awareness of the various forms of elder abuse in ethnic
communities around Hawaii County. There will be brochures created in six different languages and twelve
presentations done throughout all Hawaii County districts covering physical, financial and social forms of
abuse, basic crime prevention information, and a guide to elder abuse community resources. There will also
be a participant survey completed at the presentations designed to identify elders at risk for abuse.

Re: Resolution No. 430-07 Transferring/Appropriating an Appropriation
Out and From the Designated Fund Account and Crediting Same to a Designated
Fund Account.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County
of Hawaii, this written request is submitted with my approval that the above-referenced
matter be waived from the Committee on Finance to the full Council for immediate
action. In reviewing this matter, timely approval is crucial. It is therefore advantageous
that approval is granted and the matter placed onto the next Council agenda for review.
However, in the event this request is denied, for whatever reason, I understand the matter
shall be referred to the Committee on Finance for placement on its future agenda.
