RESOLUTION NO. 435 0'7
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, the Hawaii County Fire Department operates Special Operations Ocean
Safety, and uses Water Safety Officers to guard our beaches; and
WHEREAS, Special Operations Ocean Safety has determined that it is in the best
interest of public safety for lifeguards to be stationed at Isaac Hale Park, also known as
"Pohoiki," in Puna; and
WHEREAS, the Water Safety Officers to be stationed at Pohoiki will need a Lifeguard
Station and one that can be secured after hours to prevent vandalism and unsafe working
conditions, and to inhibit occupation and use by criminal elements; and
WHEREAS, the new Lifeguard Station selected, a Surveyor Apex, will provide a clean,
safe working environment due to its composition of high impact fiberglass and a stainless steel
support structure, both of which will last at least twenty years; and
WHEREAS, the Lifeguard Station, which has a unibody design that resists vandalism
and is widely accepted nationally, provides a professional appearance, provides exceptional
security, has glaze-resistant windows to provide improved area surveillance, the freestanding
structure does not require an environmental impact study, and the unit provides greater
protection from inclement weather for Water Safety Officers; and
WHEREAS, Contingency Relief funds from Council District 5 will be
appropriated to the Fire Department-Ocean Safety Division to defray the cost to purchase,
ship, and install a Surveyor Apex Lifeguard Station at Pohoiki; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forwazd a copy of this
resolution to the Fire Chief and Director of Finance and that the Director of Finance is hereby
authorized to make the necessary transfers in accordance with the terms of this resolution.
