Ihsar Chairperson Hoffmann and Members of the Hawaii County Council,
1 a~n wrifing to express my opposition to Bill 79 Draft 4 which increases parking for certain land uses in
the County of Hawaii. Although same of the proposed amendments seem to make sense many others do
not. For instance, F am in a}~•eement that there should be hvo parking stalls per dwelling unit far most
residential uses and also believe adequate guest parking is necessary for multifamily housing. Ida not
believe all guest parking should be standard size stalls. Some compact stalls should he allaw•ed to
minimize the required paved area.
The increase in requirements for day care centers seems particularly unfounded. It seems that most day
care centers should be required to have adequate space for loading F do not believe that doubling the
number of pet•manent parking spaces is required. Has anyone researched the existing facilities to see if
potential doubling of parkiug makes sense?
Regarding hotels, ii seems to me that the number of parking spaces for employees should be based on
dte actual number of employees and not on the number of rooms. Parking requirements for commercial
activities withn the hotel should dictate the number of guest stalls. If there are no commercial activities
guest parking should perhaps tae based on a percentage of the required number of spaces.
1 am atso very concerned about limiting shared parking to 300 feet from the building housing the
activities which they serve. The existing coda allows peaking to be within 1000 feet, less than a five
minute walk_ As long as there is adequate parking close by for those with disabilities, I believe a live
minute walk can actually be a beneficial activity,
I strongly recommend that you meet with the business community and others affected by the
amendments to determine whether the proposed amendments are appropriate. Changes to laws should
not be made without supporting documentation of the impacts of such legislation. Please meet with
hotel and daycare ceuter operators and other etaities that will be impacted to see if the proposed parking
ratios make sense before changing the law.
