RE: County of Hawaii - Bi1179, Draft 4 -Strongly Opposed
Dear Honorable Council Chair and Members of the Hawaii County Council:
The American Institute of Architects is strongly opposed to Bill 79, Draft 4. This Bill requires
an increase in parking number and parking size for many uses and is moving the County of
Hawaii in the wrong direction for a sustainable future.
If passed into law Bi1174, Draft 4 will:
1. Increase the "heat island" effect by requiring more paved areas that will retain heat.
2. Increase the amount of storm water run-off that needs to be managed due to the increase in
impervious surfaces.
3. Increase sprawl by requiring more pazking.
4. Increase paved areas around hotels and will have a negative impact on the visitor
experience.
5. Discourage housing density and pedestrian oriented villages.
6. Reduce planning flexibility by requiring parking areas to be within 300' of the use.
7. Remove incentives to drive compact cazs.
8. Add costs to affordable housing units, both for sale and for rent.
9. Add costs to daycare centers which will pass the costs on to the families that need them.
10. Add costs to physicians wanting to set up a practice on the Big Island. The physician will
need to absorb the increase in operating costs due to the pazking increase because physician
reimbursements are fixed.
Similaz to Bi1151, the AIA requests that the Planning Department work with design professionals
who can offer years of experience in site planning and building design to bring forth a more
appropriate Bill 79.
It is our duty as AIA members to inform you that Bi1179, Draft 4 is not ready to be passed today.
