COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 356 0'7 <br />(Draft 2 ) <br />A RESOLUTION TO EMBRACE AND ADOPT THE PRINCIPLES OF ZERO <br />WASTE AS A LONG -TERM GOAL FOR HAWAII COUNTY. <br />WHEREAS, according to the County of Hawai`i's Integrated Solid Waste <br />Management Plan, the South Hilo Landfill is currently receiving waste at a rate of 230 <br />tons-per-day (tpd) and Pu`uanahulu Landfill at a rate of 380 tpd; and <br />WHEREAS, the department of environmental management secured an extention of <br />time for the closure of the South Hilo Landfill by implementing sliver-filling techniques <br />that have added some years to the landfill's life span; and <br />WHEREAS, the Council of the County of Hawaii recognizes the need to increase <br />efforts that will divert materials from the South Hilo and Pu`uanahulu Landfills, and also <br />any future landfills; and <br />WHEREAS, this Council realizes that Zero Waste is a long-term goal and that in the <br />interim, programs may need to be implemented that may be counter to the ZeroWaste <br />philosophy but are necessazy to reach the long-term goal of zero waste and that such <br />programs should not be prohibited by the embracing and adoption of the long-term goal <br />of zero waste; and <br />WHEREAS, the Zero Waste philosophy promotes the highest and best use of <br />materials to eliminate waste and pollution by emphasizing aclosed-loop system of <br />production and consumption, moving in logical increments toward the goal of zero waste <br />through the core principles of: <br />• Improving "downstream" reuse/recycle of end-of--life products and materials to <br />ensure their highest and best use; <br />Pursuing "upstream" re-design strategies to reduce the volume and toxicity of <br />discazded products and materials, and promote low-impact or reduced-consumption <br />lifestyles; <br />• Fostering and supporting the use of discarded products and materials to stimulate and <br />drive local economic and workforce development; and <br />WHEREAS, this Council also recognizes the need to engage in public/private <br />projects and programs to encourage the overall sustainability of our efforts; and <br />
