RESOLUTION NO. 439 (~'7
A RESOLUTION URGING OUR STATE LEGISLATORS TO PASS HB661 HDl WITH
AMENDMENTS THAT ESTABLISH COMPREHENSIVE PUBLIC FUNDING FOR
ELECTIONS TO HAWAII COUNTY COUNCIL.
WHEREAS, the Hawaii County Council finds that the democratic process is be best
served through the availability of a full public funding option for the elections of our county,
state and national representatives; and
WHEREAS, the Hawaii County Council finds that HB661 HD1 addresses the economic
disparities that are inherent in the current elections process; and
WHEREAS, as the policy making body for Hawaii County this Council wishes to use
this resolution as a vehicle to express our strong support for HB661 HD1 and express support for
for it to be amended with language that will create a comprehensive public funding for elections
process for election to Hawaii County Council; and
WHEREAS, the Hawaii County Council finds that establishing and embracing a
"Comprehensive Public Funding For Elections" process for the Hawaii County Council
elections is prudent and preferred as indicated by its adoption of Resolution 41-07 on Februazy
22, 2007; and
WHEREAS, the Hawaii County Council is desirous of applying "Comprehensive
Public Funding for Elections" for elections to the Hawaii County Council and is requesting the
Legislative Research Bureau submit language to amend HB661 HD1 to accomplish this; now,
therefore
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
does embrace the establishment of a "Comprehensive Public Funding for Elections" process for
elections to the County Council of the County of Hawaii and urges the 2008 Legislature of the
State of Hawaii to pass HB661 HD1 in an amended form that would allow for Comprehensive
Public Funding of the 2010 Hawaii County Council elections; and
BE IT FINALLY RESOLVED that the Clerk of the County of Hawaii transmit copies
of this resolution to the Govenor and members of the Hawaii State House of Representatives
and the Hawaii State Senate.
