Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year for
the lease of three (3) Open Top Refuse Trailers for the Department of Environmental
Management Solid Waste Division. Acquiring open top refuse trailers, with 102 cubic
yard capacity and the ability to carry a heavier load of approximately 20 tons, would result
in a lower frequency of refuse trailers being brought to the landfills to deposit their waste;
thus reducing fuel and maintenance costs and road congestion on public highways.
The Solid Waste Fund does not have the resources to purchase the referenced equipment
and therefore request the authority to enter in a lease agreement for five (5) years. The
funding for this lease is included within the current fiscal year's budget.

A. REQUEST:
Resolution authorizing the Mayor to enter into a multi-year lease agreement for
three (3) Open Top Refuse Trailers for a period of five (5) years for the
Department of Environmental Management Solid Waste Division.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Current County 75 cubic yard Refuse Trailers are suited to be placed at
CountyTransfer Stations, where the waste inside the trailer needs to be
compacted, to insure that the trailer load is approximately 12 tons prior to
bringing the trailers to County landfills to minimize the operating costs of Solid
Waste Operations. There are several County transfer stations which can
accomodate a refuse trailer, where waste can be deposited along the length of
the trailer without any waste compaction. New Open Top RefuseTrailer with 102
cubic yard capacity can carry a heavier load of approximately 20 tons. This
would result in a lower frequency of refuse trailers being brought to the landfills to
deposit their waste, thereby saving on fuel and maintenance costs, and reduce
road congestion on public highways.
The Solid Waste Fund does not have the resources to purchase the referenced
equipment, and therefore requests the authority to enter into a lease program to
finance the purchase over five (5) years. Funding for the lease is budgeted in FY
2007-2008.
