No. 701Bi11 No. 184 PLACE: Sheraton Keauhou Bay Resort and Spa 78-128 Ehukai Street Kailua-Kona, Hawaii TIME: 2:30 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Communication No. 701 and Bill No. 184, transmitted by Mayor Harry Kim, dated September 24, 2007, regarding aChange of Zone application by North Hawaii Community Hospital, at Waikoloa, Waimea, Hawaii, covered by Tax Map Key 6-7-002: 020 and portion 051, reports as follows: Bill No. 184 seeks to amend the Section 25-8-11 (Lalamilo-Pu`ukapu Zone Map), Article 8, Chapter 25 (Zoning Code) of the Hawaii County Code 1983 (2005 Edition), by changing the District Classification from Agricultura140-Acres (A-40a) and Limited Industrial- 20,000 Square Feet (ML-20) to Village Commercial- 7,500 Square Feet (CV-7.5) at Waikoloa, Waimea, Hawaii. Communication No. 701 reports that the Hawaii County Planning Commission, as required by Chapter 4, Section 6-4.3(C), Hawaii County Charter, considered the above request and accompanying Bill No. 183 on August 31, 2007. The Commission forwarded its favorable recommendation to the council, concurring with the Planning Director's favorable recommendation, as follows: 1. Applicant is requesting approval to change the District Classification for approximately 4.084 acres of land from Agricultura140-Acres (A-40a) and Limited Industrial - 20,000 Square Feet (ML-20) to Village Commercial - 7,500 Square Feet (CV-7.5). 2. The subject property is located south of the North Hawaii Community Hospital along the north side of Pukalani Road, Waikoloa, Waimea, South Kohala, Hawaii. 3. Applicant is also requesting a concurrent State Land Use Boundary Amendment from Agricultural to Urban for approximately 4.084 acres of land. 4. The applicant is requesting the Change of Zone and concurrent State Land Use Boundary Amendment to construct an approximately 16,800 square foot one to two-story medical office building to include doctors' offices and space for other health and wellness service organizations such as the Waimea Women's Center. PC Report No. 55 Communication 701 Bill 184 Page 2 of 3 5. The proposed project is expected to be completed in 2010 and would cost approximately $9 to $11 million. 6. Favorable recommendation of the Planning Director for the Change of Zone is based upon the following: • The proposed request conforms to the goals, policies and standards of the Land Use (Commercial) and Economic Elements of the General Plan. ¦ The change of zone request is consistent with the General Plan Land Use Pattern Allocation Guide (LUPAG) Map. • The primary access to the project will be from an existing improved portion of Pukalani Road and will take advantage of an existing hospital driveway on TMK: 6-7-2:53. Pukalani Road is owned by Parker Ranch. Pukalani Road also provides primary access to commercial establishments and secondary access to the North Hawaii Community Hospital. Applicant has executed a grant of easement with Parker Ranch for use of the roadway. • County water is available through an existing 12-inch waterline Pukalani Road fronting the project site. ¦ All utilities are available to the site with police and fire services located within one-halt mile of the proposed project site in the Waimea Civic Center complex. • The U.S. Federal Emergency Management Agency Flood Insurance Rate Map (FIRM) indicates that the area is located in Zone "X", areas determined to be outside of the 500-year flood plain. No significant drainage ways adversely affect the project site. • As a condition of approval, applicant will be required to dispose of wastewater into the Waimea Wastewater Company sewer system upon completion of Waimea Wastewater Company's Wastewater Treatment Plant scheduled for completion in January, 2009. At the October 16, 2007 Planning Committee meeting and based on Sidney Fuke, Planning Consultant's written request dated October 9, 2007, this matter was postponed to the November 6, 2007 Committee on Planning Meeting. At the November 6, 2007 Planning Committee meeting, planning consultant Sidney Fuke presented a brief chronology of applicant's proposal. Also present were Patricia Bergin, president of North Hawaii Community Hospital Board of Directors and Mr. Gene Young, representative of Belt Collins of Hawaii. PC Report No. 55 Communication 701 Bill 184 Page 3 of 3 Your Committee concurs with the Planning Commission and Planning Director's favorable recommendation for approval of the Change of Zone request.
