Your Committee on Planning, to which was referred Communication No. 805, reports as
follows:
Communication No. 805 from Mayor Harry Kim, dated November 1, 2007, states the County of
Hawaii Planning Department has initiated the process for the North Kohala Community
Development Plan (CDP) and that eleven individuals were previously confirmed by the Hawaii
County Council to serve on the North Kohala CDP.
Communication No. 805 appoints Michael Isaacs to the North Kohala CDP Steering Committee,
replacing one of the initial eleven members who resigned. Background information on
Mr. lsaacs is as follows:
Michael Isaacs, born and raised in North Kohala, is a graduate of Kamehameha Schools
and has been self employed for the last ten years as a rancher and farmer. Mr. Isaacs
currently serves as President of the Kohala Historic and Cultural Preservation Group and
has also involved himself with hosting workshops in the North Kohala region explaining
the County General Plan to a wide variety of ethnic groups and partnering with
organizations in "talk story" sessions for youth. Mr. Isaacs' family has deep connections
and roots in the North Kohala region for hundreds of years.
At the November 19, 2007 Committee on Planning meeting there were no statements from the
public on this matter.
Council Chair Pete Hoffmann expressed his wholehearted support of Mr. Isaacs' appointment to
the North Kohala CDP. Chair Hoffmann noted that Mr. Isaacs, being one of the principle
movers in the community, brings a very good perspective to the steering committee, will make
positive contributions and encouraged the Council Members' support.
Council Member Yagong expressed sentiments similar to that of Chair Hoffmann and stated that
he felt the real nice thing about this appointment is that Mr. Isaacs' family has been in North
Kohala for hundreds of years and that having family firmly rooted in the area is very important

when it comes to the CDP. Mr. Yagong also expressed his total support of Mr. Isaacs'
appointment.
Your Committee on Planning recommends confirmation of the appointment of Michael Isaacs to
the County ofHawai`i North Kohala Community Development Plan Steering Committee.
