Your Committee on Finance, to which was referred Resolution No. 391-07, reports as follows:
Resolution No. 391-07, transmitted jointly with Bill No. 195 by Director of Finance William Takaba, via
Communication No. 766, dated October 23, 2007, authorizes the Office of the Mayor to enter into an
agreement with the State of Hawaii Department of the Transportation for an Aggressive Driving Project
grant for the Hawaii County Police Department.
Aggressive driving defined by the National Highway Traffic Safety Administration, as occurring when
"an individual commits a combination of moving traffic offenses so as to endanger other person(s) or
property", has become a serious problem on our roadways. The goal of this project is to reduce the
number of fatal crashes on Queen Ka`ahumanu Highway, Hawaii Belt Road Route 190, and Route 11 in
Kona, South Kohala, and Ka`u Districts, and to also increase the amount of aggressive driving citations in
these areas. The Police Department will enforce the laws on speeding, illegal passing, cutting corners and
driving on the shoulders by having additional checkpoints and roving patrol projects.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of the
Council to enter into agreements with the federal or state governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance
in connection with projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 391-07, and
recommends its adoption.
