No. 393-07 PLACE: Council Chambers TIME: 11:44 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 393-07, reports as follows: Resolution No. 393-07, transmitted jointly with Resolution No. 392-07; Resolution No. 394-07 and Bill No. 196, by Director of Finance William Takaba, via Communication No. 767, dated October 23, 2007, authorizes the Office of the Mayor to enter into an agreement with the Hawaii State Judiciary, pursuant to HRS 46-7, for their Joint Partnership in the Community Oriented Policing Services (COPS) Methamphetamine Initiative grant. The Office of the Prosecuting Attorney has been awarded a Community Oriented Policing Services (COPS) Methamphetamine Initiative Grant by the U. S. Department of Justice, Office of Community Oriented Policing Services. One objective for this grant is to fund two (2) additional probation officers for the Big Island Drug Court; one for East Hawaii and one for West Hawaii. These officers will provide intensive supervision of meth users through their probationary period following "graduation" from Drug Court. Another objective is to provide substance abuse treatment and drug testing for twenty (20) new additional clients that will be admitted to the program and through the collaboration of different agencies by providing timely and effective treatment for drug offenders with appropriate sanctions and incentives, the meth substance abuse problem can be addressed properly. Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent of the Council to enter into agreements with the Federal or State governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. There was no discussion on this measure.
