Your Committee on Finance, to which was referred Resolution No. 394-07, reports as follows:
Resolution No. 394-07, transmitted jointly with Resolution No. 392-07; Resolution No. 393-07 and
Bill No. 196, by Director of Finance William Takaba, via Communication No. 767, dated October 23, 2007,
authorizes the Office of the Mayor to enter into an agreement with the Office of the Public Defender,
pursuant to HRS 46-7, for their Joint Partnership in the Community Oriented Policing Services (COPS)
Methamphetamine Initiative grant.
One of the objectives of the initiative, relating to the Office of the Public Defender, is the funding of a
pazalegal position to assist in identifying potential Big Island Drug Court's (BIDC) clients, processing of
admission requests, developing necessary administrative and clerical tracking systems of BIDC applicants
and participants, and assisting BIDC assigned deputy public defenders with technical and legal issues arising
out of the legal representation of clients involved in the BIDC
Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent of the
Council to enter into agreements with the Federal or State governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in
connection with projects being or to be undertaken pursuant to those powers.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 394-07, and
recommends its adoption.
