Your Committee on Finance, to which was referred Bill No. 196, reports as follows:
Bill No. 196, transmitted jointly with Resolution No. 392-07; Resolution No. 393-07, and
Resolution No. 394-07, by Director of Finance William Takaba, via Communication No. 767,
dated October 23, 2007, amends Ordinance No. 07-82, as amended, the Operating Budget for the
County of Hawaii, ending June 30, 2008. The amendment is as follows:

Pursuant to Section 46-7, Hawaii Revised Statutes, requires that County departments obtain the
consent of the Council to enter into agreements with the Federal or State governments respecting
action to be take pursuant to any of the powers granted by law to furnish, expend, and receive
any funds or other assistance in connection with projects being or to be undertaken pursuant to
those powers.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 196, and
recommends it pass first reading.
