No. 738/Bill No. 189 PLACE: Councilroom Ben Franklin Building 333 Kilauea Avenue, 2°d Floor Hilo, Hawaii TIME: 2:45 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Environmental Management, to which was referred Bil] 189 reports as follows: Bill 189, transmitted by Council Member Emily Naeole, via Communication No. 738, dated October 9, 2007, transmits an ordinance amending chapter 20 of the Hawaii County Code 1983 (2005 Edition, as amended), relating to refuse. The purpose of this bill is to ban all forms of tires, whether whole cut, sliced, chipped or shredded from the island's landfills. According to Mike Dworsky, Solid Waste Management Chief, tires are not bio-degradable and can and should be recycled into other uses. It was also mentioned that the `old landfill" (old auto recycling location) in Kona is full of tires and still burning. Consideration was given in the bill for vendors to comply with the new ordinance, allowing time for implementation.
