No. 675/Res. 339-07 PLACE: Council Chambers Ben Franklin Bldg., 2"d Floor 333 Kilauea Avenue Hilo, Hawaii 96720 TIME: 12:45 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works & Intergovernmental Relations, to which was referred Communication 675, regarding Resolution 339-07, reports as follows: Resolution 339-07, transmitted by Committee Chair Brenda Ford, via Communication No. 675. dated September 16, 2007, amends resolution No. 102-07, Draft 2, Adopting Rules of Procedure and Organization of the Council of the County of Hawaii; and amends Rule No. 12, Disclosure of Interest, specifically relating to disclosure of campaign contributions. Also transmitted by Committee Chair Brenda Ford, via Communication 675.1 dated October 11, 2007, proposed amendments to Resolution 339-07, changing the standard for recusal and the definition of substantial totality of the circumstances and other procedural changes. Committee Chair Ford made a motion on October 2 and 16, 2007 to postpone consideration of Resolution 339-07 until November 6, 2007. This motion was duly seconded and approved. Committee Chair Brenda Ford made a motion to remove proposed amendment to Resolution 339-07 via Communication 675.1 dated October 11, 2007. This motion was duly seconded and approved. Your Committee heard from Committee Chair Ford on the consideration of proposed floor amendments via Communication 675.2 dated October 30, 2007 removing the standard for recusal, and other procedural changes. Your Committee members discussed and commented on the process proposed in the amendment would be onerous due to required reports every two weeks, and the majority believes that the State law on campaign spending Disclosure Reports are sufficient. Some members are agreed that more disclosure is better, and were m support of this bill. There was one member of the public testifying regarding the proposed resolution.
