Aloha County Council:
I am a resident of Kailua Kona. Seven Years ago my husband and I moved here from Western Washington State,
from a community near Tacoma.
During our 15 years living in the area, I served for 3 years as president of our neighborhood community
association. While in office, Pierce County was involved in a similar process to decide whether to build a large
incinerator or to do a long-haul to a receptive area in Eastern WA.
As I remember, the cost of the proposed plant was high, exceeding that county's initial estimates of the
construction costs. As a neighborhood in the path of the prevailing winds from the proposed site, we were vocal in
our opposition as were others. There were the usual worries about what pollutants might be sent our way, etc.
These as well as the initial expense were all negatives, but the factor that finally killed the plan was that the
incinerator plant had requirements for burn material that seem to exceed our county's estimates of refuse to be
burned.
I am bringing this to your attention because what killed the idea was that if Pierce County failed to produce
enough trash to keep the plant going, the tax payers were on the hook to make up the difference in the lost
revenues to the plant's operator.
I've not heard this factor mentioned and wanted you to throw that question and the answer in to your mix when
you are making a decision.
I for one am against the incinerator idea--as well as hauling trash to the west side due to our lack of roads and the
probability of having our visitors have to follow the smelly trucks along our beautiful Hamakua coast.
Our emphasis should be on increasing recycling and building another land fill adjacent to the current one.
