Hi Bruce,
I have attached a letter from the Hawaii Society of Professional Engineers offering our
assistance regarding Bill 151 and the proposed Ad Hoc committee. It is my understanding
that the Council is to discuss the formation of an ad hoc committee and selection of its
members at tomorrow's meeting of the Public Works and Intergovernmental Relations
Committee of the Hawaii County Council. The Hawaii Society of Professional Engineers
encourages the inclusion of technical experts in any decisions regarding additional
legislation dealing with engineering matters including drainage and flood control.

Dear Bruce,
As you know, a very important part of the charter of the National Society of Professional
Engineers is to preserve the integrity of the field by insuring that licensed engineers be involved
in engineering decisions that affect the safety of the public. As such, The Hawaii Society of
Professional Engineers, Kona-Kohala Chapter, would like to extend our support to you and your
department regarding review of Bill 151. Many of our members have been actively following
Bill 51 and l51 and are very familiar with the issues. We would like the opportunity to help
formulate policy and regulations based on sound engineering principles and valid technical data.
Please do not hesitate to call on us if we can be of assistance on the Ad Hoc Committee as we
believe that technical expertise is essential in determining effective solutions to flooding issues.
