DISCUSSION ON THE PLANNING DEPARTMENT'S POLICY CHANGES FOR REQUIRING AN
ENVIRONMENTAL ASSESSMENT (HRS 343-5)
Aloha County Council Members:
I am writing to urge you to discuss policy changes with the Planning Department that will require that
an Environmental Assessment be deemed necessary whenever a suspicion exists that a situation can
create the potential for environmental degradation. Many everyday projects like road building/repair,
creation of new subdivisions, clearing with heavy machinery.....whatever..... can unintentionally cause
serious environmental damage along the line, and we must try to avoid this happening.
Old proverbs/maxims often give us the best advice: A stitch in time saves nine.
To help development happen in an orderly, non-dangerous fashion should be our aim. Therefore, I think
the County must add an additional legal "trigger" at the County level to those existing in the State law

to insure beforehand that a project or situation will not lead us in a potentially dangerous direction that
can cause environmental damage: flooding, destruction of endangered species, etc.

environment.
