Angel; County Testimony; caprionpilotbay Subject: Creating a 10th trigger to an EA Dear County Council The time has come when it is more than imperative to have a 10th trigger to precipitate an EA. The abuse of the system that Sunstone LLC was able to perpetrate is a clear example of the loophole in HRS 343.5. To not require an EA if 1. a forest or wetland is removed 2. Property is developed within and/or adjacent to a floodplain 3. Develops in an area in which endangered species reside. Please consider legislation that would be more stringent when it comes to developing in areas other than those represented in HRS343.5 Thank you Lillian Fox Ref. Tohasrl~G~ Ref.
