No. 822/Bill 205
PLACE: Council Chambers
Ben Franklin Bldg., 2"~ Floor
333 Kilauea Avenue
Hito, Hawaii 96720
TIME: 3:34 p.m.
Council Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Public Works & Intergovernmental Relations, to which was referred in Communication
822, regarding Bill 205, related to reducing the length of the existing freight loading zone on Likana Lane,
Kailua-Kona from one hundred twenty (120) feet in length to forty-four (44) feet in length. The existing time
limit of 8:00 a.m. to 4:00 p.m., except Sunday and public holidays, will remain in force, reports as follows:
Bill 205, transmitted by Director of Public Works Bruce McClure, via Communication No. 822, dated
October 31, 2007, amends Chapter 24 of the Hawaii County Code 2983 (2005 Edition, as amended), relating to
Vehicles and Traffic.
The Department of Public Works states this additional loading zones were installed along Ali`i Drive adjacent to
this location a couple of years ago by County Code amendment which, over time, reduced the demands on this
freight loading zone location. In addition, parking demands in the general vicinity have increased. The
reduction of this freight loading zone by seventy-six (76) feet will provide three (3) additional parking stalls.
The remaining forty-four (44) feet of freight loading zone will be adequate to provide immediate needs for
businesses.
There was no testimony from members of the public regarding the proposed bill.
Mc Ronald L. Thiel, Traffic Division Chief and Mr. Bruce McClure, Director of Public Works appeared before
your Committee. Your Committee suggested that clear markings of the no parking, freight loading areas are
marked. Mr. Thiel commented that his crew have taken other measures in addition to posting signs designating
freight loading areas at other road projects. The same action will be applied here on Likana Lane.
As reflected in the vote below, your Committee on Public Works & Intergovernmental Relations is in accord
with the purpose and intent of Bill 205, and recommends it pass first reading.
dkr
AYES NOES A&E EX Respectfully submitted,
FORD X
RIGA X COMMITTEE ON PUBLIC WORKS &
HOFFMANN X INTERGOVERNMENTAL RELATIONS
IKEDA X
JACOBSON X ~ O
NAEOLE X~.e.,
PILAGO X BRENDA FORD, AIR
YAGONG X PWIRC REPORT NO. 44
YOSHIMOTO X ADOPTED: DEC ~ 9 ZOO7
