RESOLUTION NO. 4'74 (~8
RESOLUTION CREATING ACUSTODIAN/GROUNDSKEEPER I (3/5T) POSITION
FOR THE DEPARTMENT OF PUBLIC WORKS
WHEREAS, the Civil Case Number 98-244, United Public Workers Union (UPW) versus the
County of Hawaii, et al., relating to the privatization of janitorial and ground maintenance work, has
been settled; and
WHEREAS, the settlement calls for the County of Hawaii to hire UPW workers instead of
contracting out for janitorial and grounds maintenance services; and
WHEREAS, in order to comply with the civil settlement and to meet the maintenance needs
of various County Departments and Agencies currently under private janitorial and groundskeeping
services, the Department of Public Works has taken on the task to provide these services; and
WHEREAS, of the twenty-one (21) new positions which have already been created for the
Department of Public Works' Building Division, twelve (12) were for Custodian/Groundskeeper I
positions (5 for Hilo, 5 for Kona, and 2 for Kohala); and
WHEREAS, upon further review of the island-wide custodial and groundskeeping services
requirements, it has been determined, due to the extensive travel time between South Hilo and
Ka`u, that there should be a part-time Custodian/Groundskeeper I (3/5T) position stationed in Ka'u
to service sites in Pahala, Na`alehu, Hawaiian Ocean View Estates and Pahoa; and
WHEREAS, there should be sufficient funds to cover the salaries and wages of this new
position; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor
has the power to "Create positions...fortyhich appropriations have been made by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that aCustodian/Groundskeeper I (3/5T), BC-02, positions be created for the Department of Public
Works.
BE IT FURTHER RESOLVED that there should be sufficient funds to cover the salaries and
wages of this new position; and
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the
Departments of Finance, Human Resources, and Public Works.
