RESOLUTION NO. 4'76 QiS
RESOLUTION CREATING FOUR (4) WATER SAFETY OFFICER II POSITIONS FOR
THE HAWAII FIRE DEPARTMENT
WHEREAS, the newly developed Isaac Hale Memorial Beach Park in Puna is
geographically remote, which negatively affects the response times by Emergency Medical
Services personnel; and
WHEREAS, with the addition and presence of on-site Water Safety Officer II positions to
provide lifeguard services for this single shoreline access development, this should prevent andlor
reduce the occurrence of injuries as well as to provide medical assistance, if needed; and
WHEREAS, the creation of four (4) Water Safety Officer II positions will provide the
necessary lifeguard coverage at this beach park to make it a safer recreational area; and
WHEREAS, there should be sufficient funds in the Ocean Safety`s Regular Salaries and
Wages account (010.221.5223.01.011); and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor
has the power to "Create positions...fortyhich appropriations have been made by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that four (4) Water Safety Officer II, SR-17, positions be created in the Hawaii Fire
Department.
BE IT FURTHER RESOLVED that there should be sufficient funds in the Ocean Safety`s
Regular Salaries and Wages account (010.221.5223.01.011).
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the
Departments of Finance, Human Resources, and Fire.
