Of the twenty-one (21) new positions which have already been created for the Department of Public Works' Building Division, twelve (12) were for Custodian/Groundskeeper I positions (5 for Hilo, 5 for Kona, and 2 for Kohala). However, upon further review of the island-wide custodial and groundskeeping services requirements, it has been determined, due to the extensive travel time between South Hilo and Ka'0, that there should be a part-time Custodian/Groundskeeper I (3/5T) position stationed in Ka'u to service sites in Pahala, N5'51ehu, Hawaiian Ocean View Estates and Pahoa. Enclosed is a resolution that creates the Custodian/Groundskeeper I (3/5T) position for the Department of Public Works. Due to the time limitation of creating this new position for the Department of Public Works, they request a waiver from the Finance Committee and have this resolution heard at the Council meeting scheduled for January 9, 2008. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): With the sunset of Act 90 on June 30, 2007 and to comply with settlement of UPW vs. COH, 98-244, the Department of Public Works must cancel contracts for janitorial and groundskeeping services by December 31, 2007. To replace these contractual services, we requested for and received 12 Custodian/ Groundskeeper I positions to clean and maintain our offices and grounds island-wide. Various departments have requested for our assistance to clean their offices, including sites in Ka'u and Pahoa. Since the approval of our initial request in October, we have temporarily filled the General Services Superintendent who has reviewed the island-wide custodial and groundskeeping services requirements. Due to the extensive travel time between S.
