This property contains approximately 3,718 square feet of warehouse space, 225 square feet of shop office/restrooms, and 288 square feet of office space (two suites at 144 square feet each), and is located at 73-4164 Huliko'a Street in Kailua-Kona, further identified as Tax Map Key: (3) 7-3-058-038. The office space will be occupied by the Department of Environmental Management's Abandoned Vehicle Coordinator for West Hawai'i and the Recycling Coordinator for West Hawai'i and the seven (7) custodian/groundskeeping Kona staff. The warehouse space will accomodate their janitorial equipment and supplies in one partition and will also accommodate the Police Department's evidence storage demands, for West Hawai'i, in its own secured partition. With the Kona janitorial staff beginning employment on December 21, 2007 and since they'll have to be storing supplies and working out of vans until we can get them into the warehouse space, we humbly request a waiver from the Finance Committee and have this resolution heard at the Council meeting scheduled for January 9, 2008. REQUEST: Resolution that authorizes the payment of funds for more than one fiscal year for a multi-year lease of real property for a Kona Warehouse facility. This lease will be between the County of Hawaii and Hansen Commercial Investments, LLC, a Oregon Limited Liability Company, for the use of a portion of a warehouse property identified as TMK: 3rd/ 7-3-058: 038, Kailua-Kona, Hawai'i. We are requesting a waiver from the Finance Committee as the Janitorial staff in Kona has been hired and will begin employment 12/21 so as to be able to begin janitorial services to County facilities on January 1st. They will be storing supplies and working out of vans until we can get them into the warehouse space. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Department of Environmental Management The Department of Environmental Management recently hired an Abandoned Vehicle Coordinator for West Hawai'i and is also in the process of hiring a Recycling Coordinator for West Hawai'i. Due to a lack of any space within current facilities, the Department of Environmental Management needs to have a place to base this staff. The Property Management Division received a request for assistance in locating a suitable office space for these positions. Department of Public Works With the sunset of Act 90 on June 30, 2007 and to comply with settlement of UPW vs. COH, 98-244, the Department of Public Works must cancel contracts for janitorial and groundskeeping services by December 31, 2007. To replace these contractual services, 21 positions were established. Of the 21 positions, 7 positions need to be house in Kona. In addition, space is needed to store equipment and supplies. Police Department A few years ago, the Police Department rented two mini-storage units to accommodate increasing evidence storage demands in West Hawai'i. Due to the growth of West Hawai'i, the space requirements for the storage of evidence has grown. Over the last few years, the Police Department has increased that number to a current six mini-storage units for the storage of evidence. Based on the cost of rental for the mini-storage units, the Police Department will get more space with full 20+ foot ceilings for similar costs, increasing efficiency and allowing use of higher cube shelving for increased capacity. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
