Re: Resolution Creating Positions
The newly developed Isaac Hale Memorial Beach Park in Puna is geographically
remote, which negatively affects the response times by Emergency Medical Services
personnel. With the addition and presence of on-site Water Safety Officer II positions to
provide lifeguard services for this single shoreline access development, this should
prevent and/or reduce the occurrence of injuries as well as to provide medical
assistance, if needed. Creating four (4) Water Safety Officer II positions in the Hawai'i
Fire Department will provide the necessary lifeguard coverage at this beach park to
make it a safer recreational area.
Enclosed is a resolution that creates four (4) Water Safety Officer II positions for the
Hawai'i Fire Department.
In order to begin the lifeguard services at Isaac Hale Beach Park in January, the Hawai'i
Fire Department request a waiver from the Finance Committee and have this resolution
heard at the Council meeting scheduled for January 9, 2008.

We request waiver of hearing before Finance Committee, and for resolution to be on agenda for County
Council meeting on January 9, 2008.

Newly developed Isaac Hale Memorial Beach Park will require the addition of four (4) Water Safety
Officer positions to provide lifeguard services for this single shoreline access development. Isaac Hale
Memorial Beach Park is geographically remote, negatively affecting response times by Emergency
Medical Services personnel. This necessitates the presence of on-site First Water Safety Officers to
prevent and/or reduce the occurrence of injuries as well as to provide medical assistance, if needed.
We anticipate 365 days of lifeguard coverage at this beach park. Lifeguard emergencies
require a minimum of two (2) Water Safety Officers to render basic life support and provide back-up
support at any given time. The creation of four (4) full-time Water Safety Officer II positions are
required to meet the minimum coverage of two (2) Water Safety Officers for a single station (tower)
daily, factoring in lost work hours due to in-service training, days of rest, public holidays, vacations and
sick leave.
We would like these positions to be established immediately.

1. Give reasons how new duties arose (statutes enacted, ordinances, newly
authorized programs, basis for increased workloads, etc.):
New positions are necessary to staff the newly developed Isaac Hale Memorial
Beach Park in the Puna district. The park's remoteness negatively affects the
response times of Emergency Medical Services personnel. This necessitates the
presence of on-site Water Safety Officers (WSOs) to prevent and/or reduce the
occurrence of injuries as well as to provide medical assistance, if needed.

short term contracts, etc.

3. How will new position increase the efficiency/effectiveness of operations? (Use
productivity measurements where possible.):
Lifeguard emergencies require a minimum of two (2) WSOs to render basic life
support and provide back-up support at any given time. The creation of four (4)
full-time WSO II positions are required to meet the minimum coverage of two (2)
WSOs for a single station (tower) daily, factoring in lost work hours due to in-service
training, days of rest, public holidays, vacations, and sick leave.
In close proximity is a "small boat" ramp that ranks second in the state for its use as a
launch site for fishing. The area around the ramp and the surrounding Pohoiki Bay is
also popular with swimmers and surfers. Numerous accidents, close-calls, and deaths
have occurred due to the congestion. The placement of a tower with lifeguards will
draw the aquatic crowd away from the congested area to a safer recreational
area.

The Ocean Safety division, which was previously with the Department of Parks and
Recreation, transitioned to the Hawai'i Fire Department on July 1, 2007.
6. List other rationale or pertinent statements and data:
A community meeting on November 14, 2007 revealed a safety concern for all who
use the boat ramp and frequent the area for other aquatic activities. The County
Council's representative for that district has already committed funds for the
purchase of the lifeguard station (tower), and the Mayor wants to see a guarded
beach by January 2008.

Duties of the Position:
Patrol: (1),(2),(3),(4)
• Mans lifeguard tower, patrols beach on foot along rocky coastline at assigned beach; 50%
keeps alert of all beach activities and weather conditions; removes hazardous
obstacles from beach when practicable (i.e. broken glass, bottles, refuse, etc.); and
assists in evacuating people in time of emergency.
• Swims and uses rescue board to patrol rough open ocean waters; rescues people
in distress, including team rescues with fire and helicopter rescue units.
• Warns people of unsafe beach and ocean conditions (i.e. high surf, strong currents,
tsunami, and other National Weather Service and/or Civil Defense warning signals.)
• Supervises and controls beach activities by ensuring the enforcement of water safety
policies, rules and regulations and applicable laws of County, State, and Federal
governments through the appropriate agencies.

• Trains on the job learning speck beach conditions and accident/incident history,
Radio procedures, and Emergency Medical Response System through Fire Control.
• Learns standard operating procedures as contained in beach manual; gives the
general public talks on water safety; acts as a sight observer when called upon by

• Participates in in-service training programs to maintain physical condition, learn new
first aid and rescue methods and techniques, learn to use new equipment, etc.
• Maintains a high degree of physical fitness to effectively execute ocean rescues
(runs long distances, swims long distances, paddles rescudlboard, climbs up and
jumps off shoreline cliffs, etc.)

Work Experience - Kind and length In years
A combination of education and experience substantially equivalent to graduation from
high school and one (1) year experience as a beach lifeguard.
Knowledge, Skills, and Abilities:
Knowledge of. techniques and methods of ocean rescue; techniques of emergency life
support including mouth-to-mouth and cardio-pulmonary resuscitation; first aid/basic
medical care principles and practices; ordinances and regulations governing park,
beach, shore water, and ocean usage.
Ability to: swim long distances; efficiently handle a rescue board and lifesaving
apparatus; rescue persons from the ocean; administer life support techniques including
mouth-to-mouth and cardio-pulmonary resuscitation; operate a mechanical
respiratorfinhalator; give first aid/basic medical care; meet and deal tactfully and
effectively with the public; read and follow written instructions.
Special Woridnq Conditions: irregular work schedule, including shift, rotation, weekend,
and/or holiday work; exposure to hazardous conditions.
