Re: Resolution Creating Position
Due to the increasing number of requests for traffic calming by the members of the Hawai'i
County Council and the County Administration and to the increasing number of traffic signals and
related workload; a Traffic Technician-Drafting Technician position and a Traffic Technician II
position are being created for the Department of Public Works' Traffic Division.
Presently, all of the duties required to address the planning, engineering, and design of traffic
control devices on County roadways are performed by a lone Civil Engineer IV. Creating a Traffic
Technician-Drafting Technician position will provide the needed assistance to the Traffic Safety
Section with plan reviews, general traffic counts for signals and stop sign warrant analysis, speed
hump requests, investigations, drafting striping plans and striping as-builts.
The Traffic Signals and Street Lights Section currently has only one designated personnel to
monitor and maintain the "in house" hardware and software for the traffic signals and this position
is responsible for all conflicts and emergencies and is available for standby 24 hours a day and 7
days a week. The new Traffic Technician II position will provide assistance to the Traffic Tech
Specialist in maintaining signal software and intricate signal timing involving specialized data
collection and congestion monitoring.
Enclosed is a resolution that creates a Traffic Technician-Drafting Technician position and a
Traffic Technician II position for the Department of Public Works' Traffic Division. These positions
will be funded by the already budgeted cost for As-Built Striping Plans. The drafting of these
plans were supposed to be contracted out. However, with the positions, a portion of the job will
now be done in-house.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
New Traffic Technician-Drafting Technician SR-13.
The Traffic Safety Section has only one position, namely a Civil Engineer IV performing all of the duties required to address
the planning, engineering, and design of traffic control devices on County roadways. In addition, this person is responsible
for preparing reports on traffic safety projects which encompasses traffic calming such as speed humps, smart signs, etc.
There are no designated personnel to assist or provide back up and train for the duties of this position. This new position
will provide assistance to the Traffic Safety Section with plan reviews, general traffic counts for signals and stop sign
warrant analysis, speed hump requests, investigations, drafting striping plans & striping as-builts.
New Traffic Technician II SR-15
The Traffic Signals and Street Lights Section currently has only one designated personnel to monitor and maintain the "in
house" hardware and software for the traffic signals. This position is responsible for all conflicts and emergencies and is
available for standby 24 hours a day and 7 days a week. An additional Traffic Technician II position will provide assistance
and establish a career ladder for the training and development of traffic oriented personnel. The additional personnel will
enhance worker safety by providing as additional position for standby and approved leave. This new position will provide
assistance to the Traffic Tech Specialist in the Signal/Street Light Section in maintaining signal software and intricate signal
timing involving specialized data collection and congestion monitoring. A recent audit by Human Resources concluded that
this new position is necessary to ensure that our traffic signals are properly designed, monitored, and maintained.
Positions will be funded by reducing the Traffic Division OCE, Misc Contracts. The budgeted As-Built Striping
Plans were supposed be bid out, however, we will be using in-house personnel to do a portion of this job.

There has been increasing requests for traffic calming by Council Members and
County Administration. This position will support the Traffic Safety Section's Civil

No. The Civil Engineer IV has been responsible for these traffic calming programs in
the past; however with the recent growth of these programs, it is essential to provide
the section with additional support.

productivity measurements where possible.):
The new position will increase efficiency and effectiveness of the Traffic Division by
conducting plan reviews, general traffic counts for signals, stop sign warrant analysis,
speed hump requests, investigations, drafting, and striping as-builts. These functions
have been performed by various positions within the Traffic Division, in addition to
their regular responsibilities. This new position will allow those that have been
performing these duties to focus back on their priorities.

4. Alternatives that were considered in lieu of new position. (Have technological

The Traffic Division has attempted to take on these additional projects and
responsibilities using existing staff, however, the traffic calming program has grown,
extensively which created the need for this additional position. These functions
cannot be performed soley by technological advancements.
5. Why were manpower needs not planned through budgetary process?
The Traffic Division is currently requesting this position in their 2008-2009 supplemental
budget, however, the program has grown extensively within the last few months,
creating the need to fill the position immediately. If this position is approved in 2007-
2008, the division will remove the request for the position from the supplemental
budget.
6. List other rationale or pertinent statements and data:
The Traffic Division is requesting this position to address the traffic calming concerns
of the Council and County Administration. This position will provide the support
needed to address these concern.

Under general supervision, assists civil engineer in studies, plans, designs, and reviews of traffic related improvement

of appropriate improvements with the boundaries established by the Manual on Uniform Traffic Control Devices
(MUTCD), NEMA, and the Hawai'I County Code.

In addition to a 10% increase in traffic signals, the Traffic Division is currently pursuing
an Intelligence Transportation System. Currently, there is one Traffic Technician IV
that monitors and maintains the hardware and software for the traffic signals. This
employee is on standby 24 hours a day/7 days a week. This new position will create
a career ladder to support these functions and allow additional staff to be trained so
that there is adequate coverage for this function.
2. Can new duties be assigned to existing positions or handled in other way such as
short term contracts, etc.
No. The workload in this section has grown due to the initiation of new programs.
The Traffic Division has already been assigning additional responsibilities to this
section, but they estimate the work load will continue and a permanent position is
needed.
3. How will new position increase the efficiency/effectiveness of operations? (Use
productivity measurements where possible.):
The new position will increase efficiency and effectiveness of the Traffic Division by
allowing the current Traffic Tech IV to train in this type of work. This will allow for an
additional person to monitor traffic signals and respond to issues that arise. In
addition, if the Traffic Tech IV is not available, the new position will be able to assist in
their absence. Currently, there is no other personnel in Traffic that would be able to
assist.
