This project will connect lots in the Honoka'a town area, currently serviced by large capacity cesspools, to a collector system serviced by a wastewater disposal system. The additional funding is needed for additional design services ($100,000), for a design contingency ($85,000), and for consultant services to acquire sewer easements ($10,000). This bill increases the FY2007-08 appropriation from $500,000 to 695,000 for the County's portion of this project. REQUEST: Request to amend Ordinance 07-83 Capital Improvement Budget to increase the appropriation for the following project: Honokaa LCC Replacement (110.699.5693.20.115) - County from $500,000 to $695,000. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): A Project Data/Financial Impact Statement is attached. Additional funding of $195,000 is requested as a result of the following: 1) $100,000 for Additional Design Services: a. Need for a Ground Penetrating Radar (GPR) survey within the project area to ascertain the presence of significant lava tubes which will affect the existing design. The decision to perform the GPR survey at this point in time was due to recent information brought forth by numerous residents living in the area. b. Conduct additional topographic surveys of the portion of the existing State-owned collection system (Plumeria St.) due to non-existent as-built plans for the sewer collection system in this area. It is necessary to know the details of the existing sewer system if the County is to take over the system. c. Conduct boundary surveys which will define the new easements required to allow the new sewer main to cross two existing storm drain pipes in Mamane Street. d. Produce Traffic Control drawings to address concerns of disruption to businesses by the Business Community members. 2) $85,000 Design Contingency: a. Contingency for re-design efforts as a result of the possibility of significant lava tubes revealed via the GPR Survey. 3) $10,000 for consultant services to acquire sewer easements to allow the sewer main to cross two existing storm drain pipes in Mamane Street.
