Re: Capital Budget
Enclosed is a bill for an ordinance amending the Capital Budget by appropriating an
additional $30,000 to the County's share of the Komohana Heights LCC Replacement
project. This amount, bringing the total appropriation to $1,688,000, is needed for 1) the
design of a retaining wall along the newly acquired sewer easement (approved in
Resolution 398-07) to accommodate the construction of a gravel access roadway for
maintenance purposes and to reduce a wider encroachment onto the private property and
2) a contingency fund to cover possible additional design work as the project progresses.

A. REQUEST:
Request to amend Ordinance 07-83 Capital Improvement Budget, as amended by Ordinance 07-152, to
increase the appropriation for the following project:
Komohana Heights LCC Replacement (110.699.5691.66.115) - County from $1,658,000 to $1,688,000.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
A Project Data/Financial Impact Statement is attached.
Additional funding of $30,000 is requested to enable access to new sewer by the County within a newly
acquired sewer easement via approved Resolution 398-07. The new easement was acquired to take
advantage of the favorable topography which will reduce construction costs:
1) Design of a retaining wall along the newly acquired sewer easement to accommodate construction of
gravel access roadway for maintenance purposes. Construction of a retaining wall also reduces a wider
encroachment onto private property.- $15,000.
2) Contingency to cover possible additional design work as the project progresses. - $15,000
