What is the Problem?
• Heavy rain fell in a short span of time on November 28 in south Kona. This
sheer volume of water caused damage to structures and government property,
o Within 24 hours the total rainfall for Honaunau was 6.09"
o The second highest was Kealakekua at 4.23"
o In some areas of Honaunau, the intensity of the rainfall was equivalent to
a 100-year storm.
o Damage to County Property, mainly roads was $940,000.00
¦ Most expensive damage is along Middle Ke'ei Road
What are we doing to address the problems?
1. We have four initiatives either underway or in the planning stages.
o The U.S. Army Corps of Engineers will hold two meetings January 23 and
24 in Kona to discuss their ongoing study to update portions of the Flood
Insurance Maps for South Kona and gather information from the general
public on flooding for this region.
o On Wednesday, January 23, the meeting will take place at Konawaena
Elementary School Library in Kealakekua and the following day at the
Mayor's office at Hanama Place in Kailua-Kona. The time for both
meetings is 6:30 p.m. to 8:30 p.m.
o Residents should bring photos and maps concerning their concerns to
these meetings. Questions may be sent in advance to the U.S. Army
Corps. Attendees will be asked to complete a questionnaire on flooding
which is also on the county website, under Public Works informational
meetings.
o Results of this study, which is 75% completed may determine new
drainage basins and changes in the current floodplains that may have
occurred since 1977. This study which began in the summer of 2007 will
be completed in October 2008.

2. Community Relations is writing a business plan to educate the public using a
variety of media as well as explore the County's participation in the Community
Rating System to reduce Flood insurance once the new maps are adopted and
possibly new areas identified, insurance rates may rise. Participation in
community rating system, over a long term may in some cases reduce these
rates.
3. We are working on a grant that appears promising, It is for a Pre-Disaster
Mitigation Program, administered by to fund the Floodplain Management
Program to reduce flood risk and minimize potential damage to Hawai'i Island
property owners.
The Floodplain Task Force involving various stakeholders to develop polices and
procedures for an overall Administrative Floodplain Management Program will meet the
second quarter of 2008.
A Task Force will be comprised of representatives from different community groups,
design professionals and others affected by changes to these Hawai'i codes.
Discussions will be facilitated by a hired engineering consultant using Context Sensitive
Solution (CSS).
4. Pursuing a Flood Plain Manager position in Public Works that remains vacant
over the past year. The good news is, we have received a few inquires and
pursuing these.
