Ford, Council Member VO SUBJECT: Transmitting a bill for an ordinance to rename the Kona Scenic Park to the "Clarence Lum Won Park" Attached is a proposed bill to amend chapter 15, article 8, section 15-68.1, Hawaii County Code, (2005 Edition, as amended), relating to the parks and recreational facility schedule, by renaming the Kona Scenic Park to the "Clarence Lum Won Park," pursuant to section 15-67 of the Code, relating to naming recreational facilities. In addition, I have also attached a street map, the appropriate TMK plat map, and a West Hawaii Today article dated November 14, 2007 that describes Mr. Lum Won's contributions. Community volunteer Lum Won dies by Bobby Command West Hawaii Today bcommand@westhawaiitoday.com Wednesday, November 14, 2007 9:08 AM HST "Always with a smile on his face." That's how a fellow community volunteer described Clarence Lum Won, who almost single- handedly turned an overgrown field into a county park that has served a generation of Kona's kids. Lum Won died Nov. 7 at Kona Community Hospital. Seeking a place in 1985 for his sons to play Pop Warner football, Lum Won, who lived in the nearby Kishi subdivision, looked out at the unkempt lot that was supposed to be a playground and began working on his own to improve the property. "Clarence was what community aloha is all about," said Gordon Leslie, who worked with Lum Won to improve Kona Scenic Park in Kealakekua. "I would venture to say that if there was no Clarence, there would be no Kona Scenic Park." Lum Won used 40 years of construction experience to build dugouts, backstops for baseball fields, stone walls and landscaping. Continuing his volunteer work, Lum Won installed a flagpole and picnic tables with the help of Kona Lions Club. "This is my second home," Lum Won said in a 2001 interview. "When someone wants to find me, I'm down here." "Auntie" Rosie Henriques, current president of Kona Marlins, said Lum Won was committed to the betterment of children, especially those who had little more than football to fill their down time. "Athletics, academics and aloha were all one package," Henriques said. "That was what he (expected) from the kids." Born in Kealakekua, he was a retired carpenter, employee of the old Kona Inn Resort and a member of Lanakila Congregational Church and Kona Lion's Club. In 2001, Lum Won said the county was not able to come up with much when he began working on the park in 1985, so he went to the community, which responded with donations of time and materials. Mike Suber, whose son, Mikey, played in Lum Won's club and is now a standout on the Konawaena High School football team, said he met Lum Won when Mikey was playing Pop Warner and recognized a man with a big heart. "He was always about the kids," Suber said. "If the kids didn't have money but wanted to play football, it came out of his pocket. The field was a wasteland, but Clarence turned into the most beautiful place in Hawaii to play Pop Warner football." Leslie said Lum Won displayed a rare inner strength. "He faced so many challenges near the end of his life," Leslie said. "You would have never known if you weren't close to him with all of that, always with a smiles on his face." Friends may call 8 a.m. Saturday at Kona Scenic Park in Kealakekua; a celebration of his life will begin at 10 a.m. Clarence "Kong" Gook-Hong Lum Won is survived by his wife, Nancy Lum Won, of Kealakekua; son, Kalalena (Maile Shklov) Loin Won, of Kauai; daughters, Sharaine (Samuel Jr.) Kamakau, of Captain Cook, Marylinda (Britt) Craven, of Kealakekua, Teri (Bradley) Freitas, of Kealakekua, Noelani (Ivan) Kaupiko, of Kealakekua, and Kalani (Steven Spinola) Lum Won, of Kealakekua; brother, Melvin Lum Won, of Kailua-Kona; sister, Shirley Kauwe, of Kailua-Kona; brother-in-law, Benjamin Waiolama, of Honolulu; sisters-in-law, Janet Lum Won, of Kailua- Kona, and Anna Namuo, of Nanakuli, Oahu; 21 grandchildren; four great-grandchildren; and numerous nieces, nephews and cousins.
