AN ORDINANCE AMENDING THE PARKS AND RECREATIONAL FACILITY SCHEDULE, CHAPTER 15, ARTICLE 8, SECTION 15-68.1, HAWAII COUNTY CODE 1983 (1995 EDITION, AS AMENDED), BY RENAMING THE KONA SCENIC PARK, IN HONOR OF CLARENCE LUM WON, "THE CLARENCE LUM WON PARK." BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Purpose. The purpose of this ordinance is to recognize and commemorate in perpetuity the many yeazs of dedication and hazd work that Clazence Lum Won contributed towazd the improvement of Kona Scenic Pazk for the children of the community, by renaming the pazk in his honor, the "Clarence Lum Won Pazk." Clarence Lum Won was born on December 13, 1938 in Kainaliu, Kona, Hawaii. The oldest of three children, as a senior in high school, he was in charge of taking care of his mother and two brothers, operating the family coffee farm, and running the family household. He worked during the late 1950's through the 1960's as an entertainer with the Hawaiian Airlines. Mr. Lum Won then worked over twenty years in the construction industry until disability forced his retirement. Mr. Lum Won was determined to provide a sports field for his children and the children of the community. As a result of his extraordinary dedication and seventeen years of hazd work, the unimproved Kona Scenic Pazk was transformed into a playing field for baseball and football. In addition to donations from the Kona Community, Clarence contributed his personal resources and countless hours of labor towards the improvement of the pazk. Improvement projects included: cleazing brush; constructing backstops, dugouts, picnic tables, scorekeeper and equipment sheds, and goal posts; landscaping the park; and installing fencing and gates. Even after completion of all of these projects, Clazence, with typical aloha and humility, said that there were things which still needed to be done. Clarence Lum Won passed away on November 7, 2007 at the age of 68. He was loved by his family and respected by his community. The purpose of this ordinance is to commemorate and recognize in perpetuity Clarence Lum Won's significant contributions to the recreational programs in the community. Therefore, pursuant to subsection 15-67(a)(2)(C)(i), Hawaii County Code 1983 (2005 Edition, as amended), that certain open area identified by TMK (3) 8-1-024:031 and currently known as the Kona Scenic Park is hereby renamed, in Mr. Lum Won's honor, the "Clazence Lum Won Park." SECTION 2. Chapter 15, article 8, section 15-68.1, the Kona parks facilities schedule, Hawaii County Code 1983 (2005 Edition, as amended), is amended to read as follows: "Kona Arthar C. Rodney J. T. Yano Memorial Hall Wai`aha Beach Park William Charles Lunalilo Playground" SECTION 3. Material to be repealed is bracketed and stricken. New material is underscored. In printing this ordinance, the brackets, bracketed and stricken material and underscoring need not be included. SECTION 4. If any provision of this ordinance, or the application thereof to any person or circumstance, is held invalid, such invalidity shall not affect other provisions or applications 2 of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. SECTION 5. This ordinance shall take effect upon its approval.
