RESOLUTION NO. ~92 OS
RESOLUTION TO ADVANCE FUNDING PRIORITIES TO THE MAYOR FOR
INCLUSION IN THE 2008-09 FISCAL YEAR OPERATING BUDGET.
WHEREAS, the Hawaii County Charter, Article X, Section 10-5, establishes the
council's authority to amend the County's operating budget, by stating, in part:
"After the public hearing, and after the submission of the amendments to
the operating budget and to the capital budget, the county council may adopt the
operating budget as amended with or without further amendments. First reading
shall be after May 5. In amending, it may add new items or increase items in the
operating budget. It may decrease or delete items, excepting appropriations
required by law and appropriations for debt service. But in all cases the estimated
revenues for the ensuing year shall be at least equal in amount to the proposed
expenditures...."; and
WHEREAS, recognizing the importance of council participation in shaping the County's
budget process, the council wishes to take a more proactive role in establishing priority items to
be included in the County's operating budget; and
WHEREAS, the council wishes to provide its input to the mayor prior to the submission
of the operating budget to the council no later than March 1 of each year, as mandated by the
Hawaii County Charter in Article X, Section 10-2(a); and
WHEREAS, by advancing some funding priorities to the mayor earlier in the budget
process, the council will encourage a more deliberate budget review process by communicating
its priorities for County funding and resources to ensure the public welfare and accommodate
growth in the County; and
WHEREAS, the council has initially identified regional and island-wide funding
priorities that primarily emphasize public health and safety related issues; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that the
council advances the following funding priorities to the mayor for inclusion in the 2008-09 fiscal
year operating budget:
• Add fifteen (15) new police cadet positions and two (2) new police positions to help
with administration of the cadet program, and appropriate $100,000 for cadet tuition
reimbursement; and
• Appropriate $140,000 for compilation of land use information, including flood
control, culturally sensitive areas, historical roads, environmentally sensitive areas,
and coastal setbacks, and add one (1) new position in the Planning Department to
coordinate the compilation and maintenance of land use information and one (1) new
position in the Data Systems Department to create and maintain Geographic
Information Systems (GIS) land use maps; and
• Add eleven (11) new positions to the Fire Department in the first quarter of the 2008-
09 fiscal year and nineteen (19) new positions in the third quarter of the 2008-09
fiscal year in order to meet the additional seventy eight (78) positions required for
compliance with national staffing standards and allow for eligibility for certain
federal grants, and appropriate $120,000 for equipment for new positions; and
• Fund one (1) new cabinet level position to coordinate County energy self sufficiency
policy and implementation efforts and represent the County at the State legislature
and at the PUC, and add one (1) new engineer position to assist County departments
with the evaluation and implementation of energy strategies and projects; and
• Appropriate $1,000,000 for an incentive program to help with recruitment and
retention of difficult to recruit positions; and
• Appropriate $2,000,000 for appraisal services to establish current fair market values
for Hawaii Island properties and fund an analysis of real property tax rates and
exemptions.
BE IT FURTHER RESOLVED, that the funding priorities listed above should be
included in the Mayor's operating budget which is submitted to the council on March 1, 2008.

BE IT FINALLY RESOLVED, that the County Clerk shall forward certified copies of
this resolution to Mayor Harry Kim and to the Directors of the following departments: the
Department of Finance, the Department of Parks and Recreation, the Planning Department, the
Department of Public Works, the Fire Department, the Police Department, the Department of
Civil Defense, the Office of the Corporation Counsel, the Data Systems Department, the
Department of Environmental Management, the Human Resources Department, the Department
of Liquor Control, the Mass Transit Agency, the Office of Aging, the Office of Housing and
Community Development, the Prosecuting Attorney's Office, and the Department of Research
and Development.
