Re: Donation to the Fire Department
Enclosed is a resolution accepting the donation of a Chlorine Recovery Vessel with
Wheels and two (2) Chlorine Manuals for the Hawai'i County Fire Department. This
donation, with a total estimated value of $4,772, is being donated by Phoenix V LLC,
dba BEI Hawai'i, 430 Kekoana6'a Street, Hilo, Hawai'i 96720.
BEI is a distributor of pesticides, fertilizers, and industrial chemicals, and has developed
Risk Management Plans to mitigate the impact of unintended chemical spills and
discharges. As part of these efforts, BEI has developed an Emergency Response
Program with the Hawai'i Fire Department Hazmat Teams. The Chlorine Recovery
Vessel, used to contain leaks in chlorine cylinders and tanks, will be assigned to the
West Hawai'i Hazmat team.

A. REQUEST:
Prepare a resolution for the Hawaii County Council, on behalf of the County of Hawaii, to accept a donation
of a "Chlorine Recovery Vessel with wheels" and two Chlorine Manuals valued at $4,772, from Phoenix V
LLC dba BEI Hawaii (BEI).
Please send a copy of the resolution and letter acknowledging this donation to: Mr. Geoffrey B. Lauer,

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
BEI is a distributor of pesticides, fertilizers, and industrial chemicals, and has developed Risk Management
Plans to mitigate the impact of unintended chemical spills and discharges. As part of these efforts, BEI has
developed an Emergency Response Program with the Hawaii Fire Department Hazmat Teams.
The Chlorine Recovery Vessel is used to contain leaks in chlorine cylinders and tanks. The US Department
of Transportation (DOT) has approved the shipment of leaking cylinders containers, under stated
circumstances, without a DOT exemption when contained within a recovery vessel or emergency kit
manufactured to the design specifications of the Chlorine Institute.
The donated vessel will be assigned to the West Hawaii Hazmat team. (The East Hawaii Hazmat team
already has a Chlorine Recovery Vessel.)
