Re: Capital Budget
Enclosed is a bill for an ordinance amending the Capital Budget to increase the
appropriation of the Earthquake Damages - FEMA project by $850,000. An initial
appropriation of $1,200,000 was approved last year and that represented the Federal
Emergency Management Agency's (FEMA) funding for the repair work for damages
resulting from the October 15, 2006 Kiholo earthquake. At that time, only estimates were
available from the State Civil Defense and FEMA. With most of the projects' amounts now
known, this bill increases the FEMA project appropriation to $2,050,000.

A. REQUEST:
To increase the appropriation in the Capital Projects Fund for the FEMA Earthquake charges by $850,000 as
follows:
Increase: Federal Grants Receivable $ 850,000 Capital Projects Fund
Increase: 110.199.5199.24 Earthquake Damages - FEMA $ 850,000 Capital Projects Fund
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
When the original appropriation was approved last year for the FEMA funding relating to the 2006 Kiholo
Earthquake, only estimates were available from State Civil Defense and FEMA. Most project amounts are
now known, so we are requesting an increase in the FEMA account. The matching funds are already
available in 110.199.5199.23.115.
