Enclosed is a bill for an ordinance reappropriating the lapsed fuel tax funds from the past
fiscal years, dating back to fiscal year 1994 -96 and up to fiscal year 2002-04. These
funds will be appropriated back into the highway/traffic division projects within the island
districts and to the Circle Island & Bridge Program.
The funds will be reappropriated to the following districts/categories:
Circle Island & Bridges Program $ 3,746,020.60
Puna 184,621.69
South Hilo 17,595.38
North Hilo 70,783.67
H5m8kua 35,545.34
South Kohala 4,256.00
North Kona 500,226.87
South Kona 90.28
Ka'u 36,397.36
Total $ 4,595,537.19
The source of lapsed funding are as follows:
2271.25 Fund Balance - Fuel Tax Increase 94-96 $ 195,269.11
2271.26 Fund Balance - Fuel Tax Increase 96-98 428,576.08
2271.27 Fund Balance - Fuel Tax Increase 98-00 665,404.08
2271.28 Fund Balance - Fuel Tax Increase 00-02 734,800.67
2271.29 Fund Balance - Fuel Tax Increase 92-04 2,571,487.25

There are lapsed fund balances for various appropriations established by Ordinances 00-139,
01-26, 01-105, 03-62, 03-165, and 04-131 as shown on Exhibit A.
