Your Committee on Public Works & Intergovernmental Relations, to which was referred in
Communication 843, regarding Resolution 443-07, reports as follows:
Resolution 443-07, transmitted by Council Chair Pete Hoffmann via Communication 843, dated
December 4, 2007, amending Resolution No. 342-07, Draft 2, further amending the Rules of Procedure and
Organization of the Council of the County of Hawaii.
There were two testimonies from the public commenting on [he proposed resolution.
Council Chair Pete Hoffmann seeks support from his colleagues on the proposed resolution. He further
commented that these proposed amendments will update the Rules of Procedure and Organization of the
Council of the County of Hawaii to be consistent with the current practices of the Council and provide
clarification to specific areas of these rules. Council Chair Hoffmann worked together with the County Clerk to
make certain to incorporate comments by all Council Members on a number of issues over the last couple of
months in this proposed resolution.
Your Committee approved two friendly amendments in Rule 11 Voting section: (1) to correct the numbering
sequence, by Council Chair Pete Hoffmann, and (2) replacing "call the vote by roll" with "shall take the roll call
vote," by Council Member J Yoshimoto. County Clerk Casey Jarman appeared before your Committee to
answer questions of the Council Members in regards to the two friendly amendments.
Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose and intent of
Resolution 443-07 as amended to Draft 2, and recommends its adoption.
