Your Committee on Finance, to which was referred Resolution No. 446-07, reports as follows:
Resolution No. 446-07, transmitted by Director of Finance William Takaba, via Communication
No. 847, dated December 4, 2007, authorizes the payment of funds for more than one fiscal year
for the lease of six (6) Truck Tractors for the Department of Environmental Management Solid
Waste Division. The truck tractors are needed to move the increased diverted residential waste,
which includes green wastes from transfer stations, to recycling facilities, and/or white
metal/scrap metal to the Scrap Metal facilities. The truck tractors will also be utilized in
conjunction with the open top trailers which will consolidate the wastes from Pahala and
Waiohinu transfer stations to minimize the truck traffic and driving time on the highway.
The Solid Waste Fund does not have the resources to purchase the referenced equipment and
therefore request the authority to enter in a lease agreement for five (5) years. The funding for
this lease is included within the current fiscal year's budget.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation
requiring payment of funds from the appropriations of a later fiscal year must be approved by
resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 446-07,
and recommends its adoption.
