Your Committee on Finance, to which was referred Resolution No. 448-07, reports as follows:
Resolution No. 448-07, transmitted by Director of Finance William Takaba, via Communication No. 849,
dated December 5, 2007, authorize the payment of funds of a later fiscal year and more than one fiscal
year for the multi-year lease of a warehousing and storage facility located at 550 Kilauea Avenue in South
Hilo. This property further identified as Tax Map Key: (3) 2-2-010-001, is the former site of the Hawaii
Hardware Store and has approximately 19,171 square feet, of which 8,181 squaze feet are part of a
retail/warehouse facility.
This facility provides an opportunity to establish a warehousing and storage facility in near proximity to
existing County facilities. The wazehouse facility will be used 1) to house some of the new
custodian/groundskeeper positions created as a result of the UPW settlement and to house four
Engineering Division construction inspectors, along with their testing lab; 2) to relocate the central
storeroom from the County Building; 3) to establish a centralized document managing scanning site and a
paper shredding and recycling location; and 4) for storage azea for equipment, old files/records, etc. that
aze taking up valuable space within existing operational facilities. The Finance Department's Purchasing
Division is looking at locating the storeroom at this property instead of returning to the basement of the
County Building as the handling considerations and logistics of the new site makes it more advantageous,
effective, and efficient to house it there.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring
payment of funds from the appropriations of a later fiscal year must be approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 448-07, and
recommends its adoption.
