RESOLUTION NO. SOS 08
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S).
WHEREAS, the Big Island Youth Video Contest is a collaborative project of community
members, the Big Island Film Office, and Na Leo O Hawaii Community Television; and
WHEREAS, Na Leo O Hawaii will be offering free video training classes to youths
participating in the 2008 contest. The contest's goals are twofold: (1) to encourage youths to
send a video message to their peers, and (2) to teach youths a skill that will enhance their lives;
and
WHEREAS, the 2008 Big Island Youth Video Contest theme is titled "Alternative to
Drugs", which there will be two contestant categories: 1. Category I (ages 11-16); and 2.
Category II (ages 17-22); and
WHEREAS, the contestants will produce a one to seven-minute anti-drug video, and will
be judged based upon its originality, creativity, and communication of the anti-drug message;
and
WHEREAS, the top ten winning videos will be showcased at the Third Annual Big
Island Film Festival on May 17, 2008, and the winning videos will air on Na Leo O Hawaii, Big
Island Community Television, Channels 53 & 54; and
WHEREAS, Contingency Relief funds from Council District 1 will be appropriated to
the Department of Research and Development to be used to help defray costs for the
2008 Big Island Youth Video Contest; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Reseazch and Development and Director of Finance and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
