HomeMy WebLinkAboutRES 510 Draft 01 2006-2008 ASV O~ ~L~ COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 510 (IS A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT(S) WHEREAS, the Cooperative Extension Service (CES) is a part of the world's lazgest non-traditional educational system, the cooperative extension system, which can be found throughout the United States; and WHEREAS, the CES is a partnership between federal, state and local government, responsible for providing science-based information and educational programs in agriculture, natural resources, and human resources; and WHEREAS, there is growing concern amongst the piggeries and members of the agricultural community that the rising cost of commercially produced pig feed will cause many piggeries to cease operations; and WHEREAS, the current method of feeding swine non-commercial food involves boiling collected slop, which causes an environmental nuisance and poses possible health hazards to the surrounding areas; and WHEREAS, the CES is proposing a pilot program for production and testing of reasonably priced alternative feed for swine, using locally available resources, including slop, that are traditionally considered waste products; and WHEREAS, the proposed program is based on imported technology that is now available on the Big Island, and utilizes steam and bio-microorganisms to make the final products free from harmful pathogens; and WHEREAS, the proposed project has significant implications if it proves to be economically viable, as it will allow local producers to effectively compete against imported feed, and will eliminate dependency on these imported products; and WHEREAS, funds aze needed in order for the CES to implement this program; and WHEREAS, Contingency Relief funds ($29,101) from Council District 2 will be appropriated to the Department of Research and Development to help defray the cost for the pilot project; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the following amount is hereby transferred/appropriated as set forth below: FUND: General AMOUNT OF APPROPRIATION: $29,101 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC -Contingency Relief $29,101 CREDITED TO: 010.161.5161.22 Department of Research and Development $29,101 Agriculture R&D OCE- Misc. Contract Services (CES) BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this resolution to the Director of Research and Development and Director of Finance and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
