This is to acknowledge receipt of your letter dated December 19, 2007 with the attached Final
Job Training Program. A job training program must identify the types of jobs in the project,
describe the specific actions to train people in the local community to qualify them, and describe
specific actions to train employees so they can advance to higher positions in the organization.
We accept this final job training program and acknowledge that it meets the Planning
Department's criteria for an approved job training program.
We acknowledge that compliance with Condition H of Change of Zone Ordinance No. 93-109
(REZ 747) has been fulfilled, which states:
H. A job training program for the operating phase of the hotel shall be developed and
submitted to the Planning Director for review and approval prior to the receipt of
Final Plan Approval for the hotel.

Ordinance No. 93-109, Condition H
Dear Mr. Yuen:
This is to submit the Kohala Preserve Conservation Trust's Final Job Training Program in
compliance with Condition H of Ordinance No. 93-109. Condition H requires the
development and submittal of a job training program for the operating phase of the hotel
for your review and approval prior to receipt of final plan approval for the hotel,
A Preliminary Job Training Program was transmitted to the Planning Department on
February 26, 2007, which was acknowledged on April 16, 2007. The number of units
remain unchanged and the operational elements have been refined. Attached is Kohala
Preserve Conservation Trust's Final Job Training Program developed in consultation with
Michael Hoover, Resort Operations Consultant and former manager of the Kuki`o Golf
and Beach Club, who has been retained to develop the operational component of the
Kohala Preserve. The Job Training Program uses his recommendations for personnel and
training as well as those of Tony Farris from Quorum Hotels.

Purpose of Job Training Program
The purpose of this job training program is to satisfy Condition H of Ordinance No. 93-109, which reads
as follows:
(h) a job training program for the operating phase of the hotel shall be developed and submitted
to the Planning Director for review and approval prior to receipt of final plan approval for
the hotel;"
The job training program also provides Kohala Preserve Conservation Trust (KPCT) LLC with an
opportunity to investigate opportunities that encourage long-term employee competencies.
Kohala Preserve Mahukona
Kohala Preserve Mahukona is a planned low density neighborhood bordering twelve (12) visitor cottages
with amenities, including a members' club facility with dining room, spa, pool, library and small store.
Operating Program and Employee Profile
KPCT has retained Michael Hoover, Resort Operations Consultant and former manager of the Kuki`o
Golf and Beach Club, to develop its operating program.
Using the criteria from his operating program, Michael Hoover has projected the following positions will
be created:
Concierge Therapist/Attendant
Valet Program Manager
Food and Beverage Manager Program Staff
Server Manager/Engineer
Server Attendant Maintenance Staff
Bartender Housekeeping
Executive Chef Landscapers
Cooks Security Manager/Security Officers
Dishwasher/Steward General Manager
Spa Manager/Attendant Controller/Human Resources Manager
Spa Attendant Accountant AP/Members Billing;
Fitness Instructor/Attendant Purchasing Receiving Clerk
Each job position will have ajob description and a (Ictailed written paining program.
Kohala Preserve Mahukona - a sense of place
From the very first point of contact, it will be evident that Kohala Preserve is a special place to
work. Employees, members and guests will sense its beauty and uniqueness as a special place.
All levels of staff exude a personable, sincere and helpful approach, promoting team/family
environment based on a foundation of caring, host, common goals and empowerment for
employees.
It is important that employees provide unparalleled service to Kohala Preserve members and
guests. To maintain and promote exceptional service, KPCT recognizes that continuing
education and support are vital to retaining productive and motivated staff. Accordingly, the
initial employee training program and a continuing education program will be offered.
Initial Employee Training Program
All employees will receive initial training about the basic personnel policies of Kohala Preserve.
These will be conveyed in a handbook and through classes. The job description and performance
standards will be reviewed with all new employees. Specific job instructions will be conveyed
during intensive and rigorous training classes using developed operating criteria. Pre-opening
training will include extensive classroom style, hands-on and role playing both within and
between departments.
Designated "trainers" will then be selected in each department to attend a special seminar called
"Train the Trainer." These trainers will be responsible for the completion of training checklists
when they are training a new employee.
Enhanced Training Opportunities
KPCT is exploring supplying the library at the Kohala Preserve with books, videos, CDs and
other educational media that would supplement its employees' job skills.
KPCT is also investigating subscribing to the American Hotel and Lodging Association's
Educational Institute (AH&LA El) library. This subscription offers training, education and
certification materials in various media and modules for the front office, housekeeping, sales,
security, and maintenance departments. The El library is geared to all levels of employees--from
managers and supervisors to line-level. El certifies and validates competences in conjunction
with academia and industry experts for 35 positions in the hospitality industry. An employee
study room may be built with internet access and study facility components.
KPCT may also explore the establishment of a hospitality course at the Kohala High School or
internship with Hawaii Community College-Food Service or Hospitality and Tourism Programs
as a means to fill long-term project needs and to build community capacity in the local schools.
Long-term training efforts are expected to evolve with the industry and with the character of
Kohala Preserve.
