RESOLUTION NO. S15 OE3
A RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO ENTER INTO
NEGOTIATIONS TO ACQUIRE PROPERTY FOR THE EXPANSION OF THE
HONOKA`A RODEO ARENA.
WHEREAS, numerous residents surrounding the Honoka`a Rodeo Arena have
expressed concerns about the overwhelming dust clouds that form whenever the azena is
used for training and rodeo events; and
WHEREAS, a portion of a parcel of land adjacent to the arena and away from
residential properties is available for acquisition; and
WHEREAS, this parcel of land adjacent to the arena, Tax Map Key (3) 4-5-003:017, is
11.45 acres; and
WHEREAS, approximately five of the 11.45 acres would be acquired by the
county; and
WHEREAS, this approximately five-acre portion of the 11.45 acre parcel would
provide ample space for the expansion of the Honoka`a Rodeo Arena; and
WHEREAS, should the County of Hawaii acquire approximately five acres of
the adjacent land for the expansion of the Honoka`a Rodeo Arena, the acquisition and
subsequent expansion would provide the following community benefits:
1. Mitigate impacts of dust clouds now forming in close proximity to
residential properties;
2. Allow for continued use of the facility by the Hawaii Saddle Club along
with the Honoka`a Western Week Association for the Memorial Weekend
Rodeo event;
3. Provide the needed area for participants to safely warm up their animals
away from spectators and crowds;
4. Allow for more parking;
5. Allow for jackpot and practice roping;
6. Allow for the continued use by the Hawaii Quarter Horse Association for
shows, rodeos, and contests; and
7. Allow for future use by the Hawaii Cotmty 4-I3ers County Show; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII,
that the Mayor and the Director of Finance are authorized to enter into negotiations with
the adjacent property owner, Ernest DeLuz, to acquire approximately five acres of land, a
portion of Tax Map Key (3) 4-5-003:017, for the expansion of the Honoka`a Rodeo
Arena; and
BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Honorable Mayor Harry Kim and to the Director of Finance.
