Enclosed is a bill for an ordinance amending the Operating Budget by increasing the
Sale of Property revenue account by $2,436,400 and then appropriating it to selected
General Fund expenditure accounts. The sale of the Henry Street parcel of land has
exceeded the amount budgeted in this fiscal year's budget. After careful consideration
of our departments/agencies requests and needs, we propose to amend the Operating
Budget with the excess revenues accordingly.
Attached is a list of appropriations and a brief explanation on how the funds are to be
used. If you have any questions regarding any of the proposed departmental
appropriations, please feel free to call the contact person noted on this list.

FUND BALANCE PROPOSALS
(listed in the same order as shown on the appropriation bill)
EXPENDITURES:
Finance (Contact Person - Nancy Crawford):
$20,000 Advertising:
The County's general Advertising account is in need of additional funding to last for
the remaining months of this fiscal year. This is primarily due to increased
advertising for recruiting purposes.
$50,000 Storeroom:
There is an anticipated shortfall in the storeroom's account. The additional funds
will enable the storeroom to provide, without interruption, the necessary office
supplies and paper to the County Departments and Agencies.
$25,000 Property Management - OCE (Miscellaneous Charges).
In 2006, Resolution 254-06 was adopted allowing the abandonment and
Disposition of TMK: (3) 7-5-006:14, a parcel of land that was to be sold to the
owners of the Oceanview Inn. $25,000 of the funds received from this sale were
earmarked for the Kailua Village Business Improvement District, but it was never
appropriated and thus, lapsed.
Planning (Contact Person - Chris Yuen):
$25,000 Planning - Equipment (Motor Vehicle):
Due to the recent theft of their County vehicle, the requested funds will be used to
purchase a much needed replacement.
Research & Development (Contact Person - Jane Testa):
$42,410 Hawai'i County Resource Center (Miscellaneous Contractual Services):
The Resource Center needs the extra funding to further develop its Community
Development Planning initiatives and its Assets Building Model.
Public Works (Contact Person - Jiro Sumada):
$376,106 General Services - S&W (Regular S&W):
The settlement of Civil Case Number 98-244, United Public Workers Union
(UPW) versus the County of Hawaii, et al., relating to the privatization of
janitorial and ground maintenance work, forced the County of Hawai'i to
create custodian/groundskeepers positions.

$78,400 General Services - OCE :
These are the related expenses needed to provide the proper janitorial and
maintenance services to the County facilities. (Telephone - $1,350;
Travel/Conferences - $8,400; Electricity - $6,600; Refuse Disposal - $2,500;
Cleaning and Sanitation Supplies - $45,000; Miscellaneous Materials & Supplies -
$3,750; Rent of Land-Bldg-Office - $10,800)
$371,519 General Services- Equipment:
The necessary miscellaneous equipment ($20,650) and motor vehicles ($350,869)
were ordered for the new positions.
Fire (Contact Person - Chief Darryl Oliveira):
$90,704 Ocean Safety - S&W:
This represents the half year salary and wages for the four (4) Water Safety
Officer positions that were created for the Isaac Hale Memorial Beach Park
in Puna. (Regular S&W - $82,080; Overtime S&W - $8,432; Miscellaneous
S&W - $192).
$25,402 Ocean Safety - OCE:
This amount represents the ancillary costs of the four new positions. This includes
their telephone ($360), uniform allowance ($288), medical supplies ($2,480),
miscellaneous supplies ($1,374) and rescue equipment ($900). Also included in
this amount is the shipping charge ($20,000) of their new lifeguard tower.
$60,000 Helicopter Services:
Due to an increase in emergency incidents and the performance of routine volcanic
eruption surveys and monitoring, the operational and maintenance costs for the
helicopter will exceed current budget operations. These funds will be used for
component overhaul and replacement as well as operational costs due to
increased use and activity.
Animal Control (Contact People - Assistant Chief Paul Ferreira/Kay Oshiro):
$683,987 Humane Society (Miscellaneous Contractual Services):
The extension of the contract until June 30, 2008 has resulted in the increased
cost.
Environmental Management (Contact Person - Bobby Jean Leithead-Todd):
$300,000 Environmental Management - OCE (Miscellaneous Contractual Services):
These extra funds are needed for the waste-to-energy request for proposals (rfp)
contracts.

Miscellaneous:
$250,000 Transfer to Capital Projects Fund: (Contact Person - Jiro Sumada)
Funding is needed to begin the Waikoloa Road CIP project.
$37,872 Transfer to Golf Course Fund: (Contact Person - Pam Mizuno)
The Golf Course Fund ended last fiscal year with a negative fund balance.
