Re: Operating Budget
The County of Hawai'i Office of Housing and Community Development (OHCD) has
acquired two (2) transitional housing units, at 189 Wilder Road and at 1495 Kuleana
Place, and these units are in need of substantial repair. The County has already
executed a lease agreement with the Roman Catholic Church in the State of Hawaii dba
Office for Social Ministry (OSM) for the Wilder unit, and will soon be requesting Council's
approval to negotiate a lease with the OSM for the Kuleana unit. So that the OSM can
maximize the use of both units, funds are needed to buy materials needed to repair
these units. The funds will be granted to the OSM, who will then secure donated labor to
carry out the necessary repairs. The materials repair costs for the shelter at 189 Wilder
Road and at 1495 Kuleana Place, are estimated at $55,000 and $40,000, respectively.
With projects such as the Waikoloa Workforce Housing Project, West Hawaii
Emergency Housing Program, and Kaloko Housing Program, the OHCD project
coordinators are in need an additional vehicle (at a cost of $26,000) to properly monitor
successful development of these projects and for emergency response functions of the
Community Development Division.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating
$121,000 from the Housing Fund's Fund Balance into the Office of Housing and
Community Development's (OHCD) OCE (Miscellaneous Contractual Services) and
Equipment accounts.

A. REQUEST:
The Office of Housing and Community Development (OHCD) requests Council's approval of an appropriation
from the Housing Fund's Fund Balance (FY06-07) for the following uses:
(1) Material repair costs to a County-purchased transitional housing unit at 189 Wilder Road ($55,000).
(2) Material repair costs to a County-purchased transitional housing unit at 1495 Kuleana Place ($40,000).
(3) Acquisition of a 4WD vehicle for the project management and emergency response functions of the
Community Development division ($26,000).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):

ITEM 3:
With projects such as the Waikoloa Workforce Housing Project, West Hawaii Emergency Housing Program,
and Kaloko Housing Program, OHCD project coordinators will need an additional vehicle to properly monitor
successful development of these projects.
This vehicle will also allow instant mobility during emergencies and/or natural disaster.
