Re: Operating Budget
The State of Hawai'i Department of Transportation has authorized a $78,033 Traffic Safety
Training Project Grant to the Office of the Prosecuting Attorney. These funds, derived
from federal funds, will be used to implement a project that includes: assignment of a
deputy prosecuting attorney to be the Statewide Traffic Safety Resource Prosecutor,
providing statewide training for police and prosecutors, developing modular trial advocacy
training for deputies, and participation at monthly statewide traffic commanders meetings.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State
of Hawai'i Department of Transportation for this grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
this $78,033 Traffic Safety Training Project Grant.

A. REQUEST:
1) Requesting a resolution authorizing the Mayor to enter into an agreement with the State of Hawaii
Department of Transportation for a Traffic Safety Training Project aimed at improving enforcement and
prosecution of traffic laws.
2) Requesting a bill for an ordinance to appropriate $78,033 for the Traffic Safety Training Project.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Prosecuting Attorney's Office has been awarded funding from the State of Hawaii Department of
Transportation to implement a project that includes: assignment of a deputy to be the Statewide Traffic

Dear Ms. Iboshi:
Enclosed for your action is a copy of the approved highway safety reimbursement project
No. SA08-08 (05-S-01), entitled "Prosecutors Training". A total of $78,033.00 has been
obligated to the project.
The grant funds will be used for statewide training and meetings for deputy prosecuting attorneys
and police to improve communications between these agencies and improve the law enforcement
system in its efforts to enforce traffic offenses. The funds will also be used to send the Traffic
Safety Resource Prosecutor and a deputy prosecutor to the Lifesavers Conference in Portland,
Oregon.
Progress reports must be submitted quarterly within 15 days (ending December, March, June and
September) and a final report must be submitted within thirty days of the end of the grant period.
Reimbursement claims must be submitted in accordance with the agreement (monthly or
quarterly) by the 20th of the month following the claim period. A claim must be submitted even
if no expenditures were made.
The project is subject to the audit requirements of the Office of Management and Budget (OMB)
A-133, Audit of State/Local Government & Non-Profit Organizations. Note that the
Department/Program Number and Title with which this project should be associated in the
Schedule of. Federal Assistance should be associated in the Schedule of Federal Assistance
Programs section of your single agency audit report are: Department of Transportation/20.600 -
State and Community Highway Safety Program. A copy of all audit reports covering the grant
period must be sent to the Department of Transportation - Highway Safety Staff, 869 Punchbowl
Street, Room 405, Honolulu, HI 96813.

Within 60 days of the date of project approval, the Highway Safety Staff should be advised of
your cognizant Federal audit agency and of when you anticipate the audit report(s) covering the
period of this grant to be issued.
