This is to transmit Bi11202, Drafr 3 as amended to Draft 4 at the Council meeting on
June 1, 1998.
Draft 4 incorporates amendments proposed in Council Chair Arakaki's memorandum
dated June I, 1998. Essentially, the amendments accepted the Mayor's recommended
revisions in his letter dated May 15, 1998, together with internal shifts of $492,000 from
the new account entitled "Provision for Future Budget Shortfall" to two accounts called
"Charter Commission" ($10,000) and "Contingency Relief' ($482,000).
