Re: Operating Budget
On December 19, 2007, the County Council adopted Resolution No. 436-07 which transferred
$20,000 from the Clerk-Council Services Contingency Relief account to the Sewer Fund. The
Contingency Relief funds from the Council District 1 will be given as a grant to the Ka Hale O Na
Keiki Preschool Project. The preschool has been mandated by the Environmental Protection
Agency to close their large capacity cesspool, and in doing so, the playground and tricycle
pathway to be torn up.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the $20,000
into the Wastewater OCE account within the Sewer Fund.
Since the monies have already been approved for transfer to the Sewer Fund, the Department of
Environmental Management would like to request a waiver from the Finance Committee and have
this bill heard at the Council meeting scheduled for February 6, 2008.
If there are any questions, please do not hesitate to call the Department of Environmental
Management.

A. REQUEST:
To amend the FY 07-08 Operating Budget Ordinance No. 07-82, to increase the Sewer Fund as follows:
Revenues: $20,000 030.3609.11 Transfer from General Fund
Expenses: $20,000 030.631.5631.02.115 Miscellaneous Contract Services - Ka Hale O Na Keiki Project
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
We are requesting the above appropriation in accordance with Resolution No. 436-07 which was introduced
by Councilman Dominic Yagong. The Resolution transfers $20,000 from Council's Contingency Relief Fund
to the Sewer Fund, which is to be used as a grant for the Ka Hale O Na Keiki Preschool Project. This project

AS AMADED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR
THYE FISCAL YEAR ENDING JUNE 30, 2008.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County
of Hawaii, this written request is submitted with my approval that the above-referenced
matter be waived from the Committee on Finance to the full Council for immediate
action. In reviewing this matter, timely approval is crucial. It is therefore advantageous
that approval is granted and the matter placed onto the next Council agenda for review.
However, in the event this request is denied, for whatever reason, I understand the matter
shall be referred to the Committee on Finance for placement on its future agenda.
