The grant's goal is to improve the investigations done by the department through evidence collection of audible and clear pre-recorded interviews, or statements of victims, witnesses and offenders which may lead to a successful prosecution for crimes against women. The grant funds will be used to upgrade the equipment in the interview rooms by purchasing an iRecord Digital Video/Audio Recording System. Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawai'i Department of the Attorney General for this grant. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $52,000 Interrogation Room Equipment Grant. Since the grant period for this project ends on March 31, 2008, funds for the equipment purchase needs to be encumbered by that date. In order to meet that date, the Police Department humbly requests a waiver from the Finance Committee and to have the resolution and bill heard at the Council meeting scheduled for February 6, 2008.
