Your Committee on Planning, to which was referred Communication No. 869, reports as
follows:
Communication No. 869 from Mayor Harry Kim, dated December 10, 2007, nominates the
following individuals to the Hawaii County Planning Commission:
Council District 9 - Lani L. Bowman, is a lifelong resident of Hawaii and works as an
Advancement Via Individual Determination (AVID) tutor at Kohala Middle School and involved
in many planning efforts within the North Kohala District. Ms. Bowman is a Republication and,
if confirmed, will serve a term to expire on December 31, 2012.
Council District 3 -Shelly H. A. Ogata, is a 36-year resident of Hawaii and currently works as
a loan consultant at Home Loan Hawai`i.com, lnc. Ms. Ogata is also the current chairperson of
the State Council on Mental Health, and member of the Child and Adolescent Mental Health
Task Force. Ms. Ogata served out the remaining term of a previous commission member who
resigned from a term that ended on December 31, 2007. Pursuant to a recent Charter
amendment, Ms. Ogata is eligible for reappointment to another term and has been re-nominated.
Ms. Ogata states she is not affiliated with any political party and, if confirmed, her new term will
expire on December 31, 2012.
Pursuant to Section 13-4, Hawaii County Charter, the Hawaii County Planning Commission
shall consist of members appointed by the mayor, and confirmed by the council.
At the January 8, 2008 Planning Committee meeting, statement in support of Ms. Bowman and
Ms. Ogata was presented by Corporation Counsel Lincoln Ashida.
Council Chair Pete Hoffmann noted that Ms. Bowman will make an outstanding representative
of Council District 9 on the Planning Commission.

Council Member Yoshimoto noted his support of Ms. Ogata's willingness to continue serving on
the Planning Commission and stated that she is extremely intelligent and even-tempered,
commending Ms. Ogata for her commitment and dedication.
Council Member Yagong noted support of both nominees. Mr. Yagong then made note of the
impact that comments from a Planning Commission member had on recent legislation calling for
two Planning Commissions and asked the nominees their input regarding creating two Planning
Commissions. Ms. Bowman stated that as a new nominee she was unable to comment.
Ms. Ogata's response was that her short service on the Planning Commission was not long
enough to enable her to provide comment.
Director Yuen was in support of both nominees and noted that the work involved is beyond
reasonable to perform without pay, but noted that although it is a difficult position, it's
nonetheless an important and necessary function.
Your Committee on Planning recommends the confirmation of Ms. Lani Bowman and
Ms. Shelly H. A. Ogata to the Hawaii County Planning Commission and that Ms. Bowman and
Ms. Ogata's appearance before the council be waived.
